How to ban players from a F.E.A.R combat dedicated server?

I run a F.E.A.R combat dedicated server and was wondering how I could ban players that I have kicked? now I have heard that on servers you can see the players cd key ??? I dont do I not have the real server ? I can kick players but not ban them and then they just keep comeing back I know there is a ban ip list in one of the fear combat folders with all of the other multi player files.
